I gathered from my surfing around that many people host big Leap Day party bashes for those that claim a Feb.29 birthday. I heard a fun call-in show many years ago on the radio with people calling in teeling what they'd done. Such as, "I got my driver's license just after my fourth birthday." "I'm celebrating my 7th birthday today. I have three children."
